Previously, Davilas carried out some miscellaneous objectives in and around Solitude. Now, he will carry out the quest "Lights Out!" A shifty Argonian named Jaree-Ra issued this quest.
Before leaving Solitude, Davilas goes to the Winking Skeever to get a bounty. The bounty he gets is "Kill the bandit leader located at Broken Oar Grotto". This will eventually intersect with the "Lights Out!" quest.
To get started, Davilas fast-travels to the East Empire Company Warehouse and then follows the main road north. Soon before he gets to the lighthouse, he finds a docked ship, the Dainty Sload.
Davilas eventually reaches the Solitude Lighthouse northeast of the city. At the top, he puts out the fire. The next objective in the quest is to return to Jaree-Ra.
Davilas finds Jaree-Ra at the East Empire Company Warehouse. Jaree tells him to meet his sister, Deeja, and the other Blackblood Marauders at the Wreck of the Icerunner along the eastern shoreline.
The Wreck of the Icerunner is along the frosty shore north of Morthal, so Davilas fast-travels to Ustengrav to get there. Along the way to the wreck, he finds the Abandoned Shack.
Before reaching the wreck, he runs into a Dragon. Yay for another Dragon Soul.
Davilas soon finds the Wreck of the Icerunner. It appears that the Blackblood Marauders did not help the crew ashore as Jaree indicated.
In the hold, Davilas finds Deeja. However, the bandits have betrayed Davilas, and Deeja and the Blackblood Marauders will attempt to kill him. On Deeja's corpse, Davilas finds the "Note from Jaree-Ra". When Davilas reads this from his own inventory, he learns that he must travel to Broken Oar Grotto. Hey, this is where that bounty is located.
After killing the bandits on the way out of the Icerunner, Davilas fast-travels back to Solitude Lighthouse. Then, he journeys north to Broken Oar Grotto.
As Davilas enters Broken Oar Grotto, the next quest objective is to defeat Jaree-Ra. The grotto is full of Blackblood Marauders.
Jaree-Ra and Captain Hargar are located in the wrecked ship in the interior. Along with the Blackblood Marauders, they are a challenging pair of targets. Defeating Jaree-Ra finishes the quest "Lights Out!" Captain Hargar is the target of the Solitude bounty. The captain has a key. The Icerunner chest is located in the overturned ship, as is the captain's journal.
Based on the clues, it sounds like something is hidden underwater, but I'm not going to waste much time looking for it. However, Davilas does locate a couple of Bear Pelts he can appropriate for Temba Wide-Arms.
Davilas fast-travels to the Blue Palace in Solitude. In the Blue Palace, he reports completion of the bounty to Falk Firebeard. Falk rewards him with some money.
Next time, Davilas will talk to Falk Firebeard about the message regarding Wolfskull Cave.
